property when normal communication systems are not available. FCC §97.403

Our Bylaws

About Us

Our members consist of members of Tillamook County Radio Amateur Civil
Emergency Services (RACES).

We meet in the Emergency Operations Center (EOC) at the Justice Center
on the second Thursday of each month, at 7pm

If you are an Amateur Radio Operator and interested in emergency
communications, you are welcome to join us.
To join the club, you must obtain a background check from the
Sheriff's Department at the Justice Center. You will then be
issued an ID card for entry to the building.

Our Resources

The Emergency Operations Center has extensive communications equipment with access to Amateur Radio
bands from 80 through 10 meters, 2 meters and 70 centimeters. We also have satellite phone, Internet phone
(VoIP), packet mode and broadcast fax. In case of failure at the 911 Communications Center,
we also have a backup dispatch console for Public Service dispatch and communication.

In addition to the EOC, we also have an ambulance that has been converted
into a mobile communications and incident command center. It has capabilities for Public Service dispatch,
HF, VHF and UHF amateur radio, many digitalmodes, and a satellite phone.
The vehicle is also equipped with food supplies, drinking water,
sleeping bags and blankets, a microwave oven, electric heater
and two 2 kilowatt Honda generators.

We also have a converted surplus lighting trailer that can be used
to support radio antennas at remote locations. It is equipped with
a collapsible tower approximately 30 feet high.

Emergency Communications

We conduct a practice net each Wednesday evening at 7 pm, using the
John Schneidecker Memorial Repeater atop Cape Meares.
It operates on 147.160 MHz with a PL of 118.8 Hz.

Reference Area:
Net Protocols

When an emergency or disaster occurs and the Emergency Operations Center
(EOC) is activated, an emergency net will be opened on the same repeater. That
net will remain in operation for emergency communications during the entire
EOC activation.
